Amends section 2-33a of the general statutes to redefine "increase in inflation" as the change in the consumer price index for urban consumers during the preceding twenty-four-month period ending December 31st, using U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service (principal and interest on bonds, notes, or other indebtedness) and expenditures under section 4-30a.

Provides that amounts exceeding the spending cap shall not be counted as "general budget expenditures" when calculating the spending cap in future years.

Requires approval by three-fifths of the members of each house of the General Assembly.
