Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding 24-month period ending December 31st of the year before the applicable fiscal year, based on U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service payments and bond/note interest.

Implements the constitutional spending cap requirement under Article Third, Section 18 of the Connecticut Constitution.

Referred to the Committee on Appropriations during the February 2014 legislative session.
