Requires individuals applying for home-care services to apply for Medicaid benefits when requested by the Department of Social Services and accept such benefits if eligible, effective July 1, 2014.

Mandates Medicaid payments for eligible services be made retroactively up to three months before the date of application, provided the applicant has not transferred assets for less than fair market value within the preceding 60 months.

Establishes that any penalty period resulting from asset transfers must begin on the later of: (1) the date of the asset transfer, or (2) the date the otherwise eligible applicant applied for Medicaid benefits and would have received assistance but for the penalty.
