Commissioner of Housing shall conduct a study of emergency backup power provision at public housing for the elderly, effective July 1, 2014, within available appropriations.

"Public housing for the elderly" is defined as any building where 50 percent or more of units are rented to persons age 62 and older under programs created or financed pursuant to chapter 128 of the general statutes.

Study shall include an inventory of elderly public housing in each municipality by location and type, plans and recommendations for emergency backup power provision, and estimated costs for implementation.

Commissioner of Housing must report findings and recommendations to joint standing committees on aging, housing, and public safety by January 1, 2015.
