Repeals and replaces Section 21a-11 of the 2014 supplement to the general statutes regarding the Commissioner of Consumer Protection's powers and duties, effective from passage.

Authorizes the Commissioner of Consumer Protection and authorized agents to investigate and enforce consumer protection statutes, including administering oaths, issuing subpoenas, compelling testimony, and ordering production of books, records, and documents.

Grants the Commissioner and deputy free access at reasonable hours to all places and premises for investigation purposes, except private family homes without boarders.

Authorizes the Commissioner to collect product samples at market price from any person, firm, or corporation suspected of violating consumer protection laws, and permits analysis by state chemists or Department of Public Health laboratories.

Makes it a Class D misdemeanor for any person to refuse access to the Commissioner or assistants or to refuse to sell required product samples.
