Establishes a "no sales solicitation calls" listing maintained by the Department of Consumer Protection for consumers who do not wish to receive unsolicited telephonic sales calls, updated quarterly and made available to telephone solicitors upon request.

Prohibits telephone solicitors from sending unsolicited text or media messages to consumers' mobile phones for marketing or sales solicitation without prior express written consent, even if the number is not on the do-not-call listing.

Increases penalties for violations from $11,000 to $20,000 per violation for telephone solicitors who violate do-not-call registry requirements or unsolicited text message prohibitions.

Requires telecommunications companies to send account statements to consumers at least twice yearly that include notice of prohibitions on telephone solicitors, instructions on joining the no-solicitation listing, and information on filing complaints with the Department of Consumer Protection.

Allows telecommunications companies to send text or media messages to existing customers without consent if the message is free and relates to existing debts, contracts, wireless emergency alerts, or prior customer service requests.
