Establishes a task force to develop a strategic plan for the Soldiers, Sailors and Marines Fund and determine whether it should be administered by a state agency, the American Legion, or a combination thereof

Task force composition includes the Commissioner of Veterans' Affairs, fund administrator, representatives from four veteran organizations (American Legion, Veterans of Foreign Wars, American Veterans, Disabled American Veterans), two gubernatorial appointees, State Treasurer, and seven legislative appointees from House and Senate leadership

Requires all appointments to be made within 30 days of the effective date, with the first task force meeting scheduled within 60 days

Directs the task force to submit findings and recommendations to the joint standing committee on veterans' affairs by January 1, 2015, with the task force terminating upon submission of the report or January 1, 2015, whichever is later

Repeals sections 121 and 122 of Public Act 13-247, effective from passage
