Defines a truant as a child age 5-18 enrolled in public or private school with four unexcused absences in one month or ten unexcused absences in a school year.

Requires local and regional boards of education to adopt policies including meetings with parents within ten school days of truancy, coordination with community services, and a monitoring system for grades K-8 with notification requirements.

Mandates superintendents file a complaint with Superior Court within 15 calendar days if parents fail to attend required meetings or cooperate in addressing truancy issues.

Grants children age 5-18 whose active duty military parent or legal guardian has been called to duty, is on leave, or has recently returned from deployment to a combat zone ten excused absence days per school year, with possible additional days at board discretion.

Requires students and parents to obtain assignments from teachers before absences and ensure completion prior to returning to school.
