Requires newborn screening test results to be reported to the infant's primary care provider within 24 hours of the Department of Public Health's laboratory receiving the specimen from the institution.

Applies to all screening tests described in the statute, including HIV-related tests, metabolic disease tests, cystic fibrosis screening, severe combined immunodeficiency disease screening, and critical congenital heart disease screening.

Removes the January 1, 2013 date reference from critical congenital heart disease screening requirements, making this screening a standard requirement without temporal limitation.

Maintains existing exemptions allowing parents to object to testing or treatment based on religious tenets and practices.

Effective October 1, 2014.
