Modifies audit procedures for the State Elections Enforcement Commission regarding candidate committee financial records under Connecticut General Statutes Chapter 9-7b(a)(5).

Limits commission audits initiated during the two months before an election to only those involving complaints about the same candidate's committee from a previous election.

Requires the commission to complete any audits already initiated before an election within two months prior to the election date, except those without complaints involving the same candidate's previous committee.

Requires random audits of no more than 50 percent of candidate committees through lottery selection, with an exception for all state-wide office candidates, and allows inspection of bank statements for non-audited committees.

Requires the commission to notify candidate committees in writing no later than May 31st of the year following an election, with the provision that committees not receiving notice cannot be audited.
