Establishes "fare inspector" definition for employees or contractors authorized to inspect tickets and passes on state-owned or controlled bus transportation services, effective October 1, 2014.

Creates new infraction for obtaining state-owned or controlled bus service without payment or avoiding payment through force, intimidation, stealth, deception, mechanical tampering, or refusal to pay, effective October 1, 2014.

Authorizes fare inspectors and the transportation commissioner to issue citations for violations of the fare evasion infraction.

Exempts Connecticut Airport Authority employees covered by state collective bargaining agreements from certain licensing requirements for skilled trades.

Establishes advisory committee for Connecticut Airport Authority to consult on matters relating to Bradley International Airport, with members appointed by legislative transportation committee leadership and comprising Bradley Airport development zone residents and business representatives.
