Prohibits any person from accepting, receiving, collecting, storing, treating, transferring, or disposing of waste from hydraulic fracturing until the Commissioner of Energy and Environmental Protection adopts regulations by July 1, 2018.

Requires regulations to eliminate exemptions for hydraulic fracturing wastes in the state's hazardous waste management regulations and ensure radioactive materials do not pose pollution or health threats.

Mandates permits for collection and transportation of fracking waste, with requirements to maintain records of waste origins and delivery points.

Prohibits sale or use of anti-icing, de-icing, pre-wetting, or dust suppression products derived from or containing fracking waste unless authorized by future regulations adopted by the commissioner.

Allows the commissioner to approve up to three research requests to treat fracking waste for reuse purposes prior to regulation adoption, limited to 330 gallons per person (or 500 gallons for a single treatment).
