Establishes a State Landscape Contractor Examining Board within the Department of Energy and Environmental Protection consisting of a plant pathologist, two state commissioners, and five licensed landscape contractors appointed by the Governor.

Requires landscape contractors to obtain a state license and pay a $150 nonrefundable application fee; exempts those with less than $5,000 in total landscape contracts over any 12-month period.

Authorizes four levels of employee licensure: landscape installer, landscape maintenance, landscape salesman, and landscape designer, each requiring a $150 application fee and successful examination.

Mandates renewal of all licenses every five years upon completion of continuing education requirements and payment of a $150 renewal fee; allows examination waiver for applicants with three continuous years of prior landscape work experience.

Requires licensed contractors to maintain business liability insurance, display license numbers on advertisements and vehicles, and maintain work records; violations subject to civil penalties of at least $500 per day.
