Replaces terminology of "regional planning agency/agencies" with "regional council of governments" throughout Connecticut General Statutes sections 8-35b through 25-233, effective January 1, 2015.

Modifies energy efficiency standards for new products by requiring Commissioner of Energy and Environmental Protection to adopt standards for products not certified in California, with annual publication of certified and compliant products on department website.

Changes references from "state solid waste management plan" to "state-wide solid waste management plan" and updates cross-references from section 22a-211 to section 22a-228 throughout multiple statutes.

Eliminates requirement for Commissioner to submit annual electronics recycling program reports to the joint standing committee of the General Assembly; reports will instead be posted on department's website.

Repeals sections 22a-208h and 22a-211 of the general statutes effective upon passage.
