Requires the Commissioner of Social Services to increase the fee schedule for Connecticut home-care program for the elderly and the pilot program for home care services to persons with disabilities by not less than one percent effective July 1, 2014.

Changes the requirement for annual fee increases in homemaker services, chore person services, companion services, respite care, meals on wheels, adult day care services, case management, transportation, mental health counseling, and elderly foster care from discretionary ("may") to mandatory ("shall").

Removes outdated rate restrictions and formulas that had been in effect since 1991-1993, allowing the Commissioner to establish rates based on cost of services rather than historical percentile caps and consumer price index calculations.

Maintains that no state payment to any agency shall exceed the amount charged by that agency to the general public for similar services.

Effective from passage for both sections amending Connecticut General Statutes sections 17b-242(a) and 17b-343.
