Modifies public works reporting requirements to require annual reports by January 1st (instead of within 90 days) to the State Bond Commission and joint standing committee on finance regarding completed construction projects over $10,000 funded by state bonds.

Eliminates regulatory requirements for the Commissioner of Administrative Services to adopt detailed leasing procedures and instead requires only review of lease requests in the first year of approved capital plans with cost/square footage estimates submitted to the Secretary of the Office of Policy and Management.

Updates the information and telecommunication systems strategic plan to include e-government solutions, state agency technology projects, and client feedback; requires submission to the Secretary by September 15th annually and to Governor and General Assembly by October 1st annually.

Repeals obsolete provisions including sections 4d-14, 4d-45, and 4d-46, and eliminates a Department of Administrative Services reporting requirement on purchasing requests from higher education constituent units.

Changes reporting deadline for higher education boards of trustees from January 1, 1991 to January 1, 2015 regarding expenditures under specified sections.
