Raises the competitive bidding threshold for state public works projects from $500,000 to $1.5 million, with projects between $500,000 and $1.5 million awarded through a sealed bidding process from preselected contractors instead of full competitive bidding.

Requires all subcontractors exceeding $500,000 in value on state-funded public works projects to be prequalified at the time of bid submission, with limited exceptions.

Establishes new procedures for construction manager at-risk project delivery contracts, allowing construction to begin on site preparation, demolition, utility installation, and building envelope work before the maximum guaranteed price is determined, and permits phased maximum guaranteed prices for multi-phase renovation projects.

Allows the Commissioner of Administrative Services to compile and contract with lists of architects, professional engineers, and construction administrators for specific programs involving Military Department or Department of Energy and Environmental Protection building projects.

All provisions effective July 1, 2014.
