Repeals and replaces Section 17b-60 of the general statutes, effective July 1, 2014, to reform fair hearing procedures for Department of Social Services decisions.

Requires applications for fair hearings to be filed not later than 60 days after a decision, with hearings held not later than 30 days after receipt (or 4 business days for emergency housing denials).

Establishes an independent Office of Administrative Appeals within the Department of Social Services, separate from legal counsel and other divisions, to conduct all administrative appeals.

Requires stenographic or mechanical records of all hearings, with transcripts provided at no charge if appealed or requested by the aggrieved person.

Prohibits hearing officers from communicating with other agency employees or counsel about factual or legal issues without advance notice and opportunity for all parties to participate on the record.
