Allows nursing home facilities to voluntarily reduce licensed bed capacity for a minimum of six months while retaining the right to restore those beds to service, effective July 1, 2014.

Requires the Commissioner of Social Services to approve reinstatement of beds if the facility demonstrates a need for the beds within a fifteen-mile radius of the facility.

Nursing homes must maintain 95 percent occupancy for 90 days prior to requesting bed reinstatement to be eligible for approval.

Requires the Commissioner of Social Services to increase the facility's Medicaid rate when beds are voluntarily reduced, calculated by reallocating the facility's fixed costs across the new reduced bed capacity.
