Requires access agencies to determine functional eligibility within 5 days and the Department of Social Services to make presumptive financial Medicaid determinations within 4 days, with final eligibility decisions within 45 days of receiving completed applications.

Permits retroactive application of final Medicaid eligibility determinations to offset state costs during the presumptive eligibility period with federal Medicaid reimbursements.

Expands eligible individuals to include those with pending Medicaid applications or presumptive Medicaid eligibility, allowing coverage of home health and community-based services without waiting for final approval.

Makes technical amendments to related statutes (17b-253, 17b-354, 17b-617, and 38a-475) to reference the updated regulatory framework for access agencies under the home-care program.
