Eliminates references to Unified School District #3 (established within the Department of Developmental Services) from state education statutes, effective July 1, 2014.

Modifies section 5-259d to remove Unified School District #3 from leave time classification provisions, while retaining Unified School Districts #1 and #2.

Repeals section 10-15d's application to Unified School District #3, limiting it to Unified School Districts #1 and #2 under the Departments of Correction and Children and Families respectively.

Updates special education cost responsibility provisions in sections 10-76d and 10-76g to exclude Unified School District #3 from calculations and requirements.

Repeals sections 17a-239 through 17a-241 and section 17a-244 of the general statutes, which contained statutory provisions related to Unified School District #3.
