Repeals and replaces Section 17a-224 of the general statutes, effective July 1, 2014.

Allows the Department of Developmental Services to administer the residential facility revolving loan program through either a purchase-of-service contract with a state-wide private nonprofit housing development corporation or a memorandum of understanding with the Connecticut Housing Finance Authority.

Requires the nonprofit housing development corporation to be organized for the purpose of expanding independent living opportunities for persons with disabilities.
