Reduces the enhanced penalty zone for drug offenses near schools and day care centers from 1,500 feet to 200 feet from the perimeter of the property, effective October 1, 2014.

Imposes a mandatory one-year consecutive sentence for drug paraphernalia violations within 200 feet of public or private elementary/secondary schools (if violator is not enrolled as a student).

Imposes a mandatory three-year consecutive sentence for drug manufacturing, distribution, or possession with intent to distribute within 200 feet of schools, public housing projects, or licensed child day care centers.

Creates an overdose Good Samaritan provision protecting individuals from drug paraphernalia and possession charges when they or others seek medical assistance for suspected overdoses, excluding assistance sought during warrant execution or lawful searches.

Applies changes to sections 21a-267 (drug paraphernalia), 21a-278a (distribution to minors and near protected locations), and 21a-279 (controlled substance possession).
