Establishes a task force to study humane treatment of animals in municipal shelters, effective from passage.

Task force shall examine standards for animal treatment, animal control officer training, abuse penalties, tracking systems for convicted abusers, rescue organization standards, volunteer group responsibilities, and coordination frameworks between local organizations and municipal shelters.

Task force membership consists of eight members appointed by legislative leaders: two each from House Speaker and Senate President Pro Tempore, plus one each from House and Senate majority and minority leaders.

First meeting must be held within 60 days of the effective date; all appointments must be made within 30 days.

Task force shall submit findings and recommendations to relevant joint standing committees by January 1, 2015, and shall terminate on the report submission date or January 1, 2015, whichever is later.
