Expands the definition of "swimming pool maintenance and repair work" to include replacement, alteration, and maintenance activities, and adds "acid washing" and "backwash filtration" as covered services for pools, hot tubs, and spas.

Authorizes the Department of Consumer Protection to issue two types of limited licenses for swimming pool maintenance and repair work: contractor and journeyman licenses, effective July 1, 2000.

Exempts limited license holders for swimming pool maintenance and repair work from compliance with chapter 400 regulations when acting within the scope of their license.

Requires the Commissioner of Consumer Protection and the Plumbing and Piping Work Board to adopt regulations establishing experience requirements, specific trade areas, trainee requirements, and continuing education requirements (minimum 3 hours biennially).

Allows individuals engaged in swimming pool maintenance and repair work before July 1, 1999, to obtain the appropriate limited license without examination if they apply by January 1, 2006, and demonstrate equivalent experience and training.
