Grants the Department of Administrative Services authority to accept real property, interests in real property, and water rights by gift, devise, or exchange upon approval by the Governor and Secretary of the Office of Policy and Management.

Requires the Attorney General to review all real property donations and acquisitions for legal sufficiency, with the Governor providing written acknowledgement to donors.

Authorizes the Commissioner of Administrative Services to purchase or acquire real property on behalf of state agencies lacking independent statutory authority, subject to approval by the Secretary of Policy and Management, State Properties Review Board, and Attorney General.

Allows the Commissioner of Administrative Services to obtain options on land with State Properties Review Board approval when advisable.

Maintains the University of Connecticut's independent authority to directly purchase, dispose of, or exchange land without going through the Commissioner of Administrative Services.
