Requires each agency to submit a review of its existing regulations to the regulation review committee by July 1, 2018, and every four years thereafter, instead of the previous 1996 deadline and five-year cycle.

Each agency review must include recommendations to reduce regulations, determine if existing regulations are obsolete, unused in four years, inconsistent with state or federal law, subject to complaints, or no longer effective.

Upon receipt of an agency's review, the regulation review committee must send a copy to the relevant legislative committee of cognizance and schedule a public hearing within thirty days.

The regulation review committee may request agencies to initiate processes to amend or repeal regulations that do not require new legislation, while committees of cognizance consider recommendations requiring legislative authorization.

If an agency fails to submit a satisfactory review, the regulation review committee may conduct its own review and request the committee of cognizance to introduce legislation requiring the agency to make necessary regulatory changes.
