Requires quarterly reports on the exchange's data privacy protections and compliance with information disclosure requirements.

Mandates criminal history records checks for all employment applicants, contractors with access to personal information, and grant-funded individuals assisting with enrollment.

Effective July 1, 2014 for all reporting and background check requirements.
