Adds certified mail with return receipt as an alternative delivery method for service of process on the banking commissioner, alongside existing registered mail and express delivery carrier options.

Applies to constructive service provisions in Connecticut's securities registration laws (sections 36b-33) and business opportunity seller regulations (section 36b-62).

Requires that notice of service and process copies be sent to the defendant's or respondent's last address on file with the commissioner, or by other means reasonably calculated to give actual notice.

Effective October 1, 2014 for all amended subsections.

Allows use of the less costly certified mail option while maintaining the same legal effect as if service were made personally on the party.
