Adds screening for globoid cell leukodystrophy (Krabbe disease) to required newborn screening tests, effective January 1, 2015.

Requires all newborn institutions to administer the screening test as soon after birth as medically appropriate.

Removes outdated language regarding critical congenital heart disease screening implementation date, keeping that test as a requirement.

Maintains existing exemptions allowing parents to decline testing if it conflicts with their religious tenets and practices.

Commissioner of Public Health continues to administer the newborn screening program and direct identified infants to appropriate specialty centers for treatment.
