Extends the deadline for the board to develop and administer crane operator examinations and licenses from October 1, 2014 to October 1, 2017, including for cranes with manufacturer's rated capacity between 2,000 and 10,000 pounds.

Establishes written examination requirements for crane operators covering safe operation knowledge, load capacity calculations, power line contact prevention, equipment-specific technical knowledge, and ability to read equipment manuals.

Establishes practical examination requirements for crane operators assessing shift inspection skills, operational and maneuvering abilities, load chart application, and safe shutdown and securing procedures.

Requires licenses to be valid for two years, with mandatory examination every four years to ensure operators continue to meet technical knowledge and safety skills requirements.

Directs the board to adopt regulations establishing a safety code for the operation and maintenance of cranes and hoisting equipment.
