Requires the Commissioner of Developmental Services to conduct state criminal background checks on all applicants for employment in programs providing direct services to persons with intellectual disability, effective October 1, 2014.

Mandates annual state criminal background checks for existing employees in Department of Developmental Services programs providing direct services to persons with intellectual disability.

Allows the Commissioner of Developmental Services to require private sector contractors and licensed providers to conduct criminal background checks on applicants with direct and ongoing contact with service recipients, with administrative costs considered allowable expenses.

Requires applicants for Department of Children and Families positions to disclose prior criminal convictions or pending charges in writing and submit to state and national criminal history records checks and state child abuse registry checks.

Mandates annual state criminal background checks for Department of Children and Families employees in programs providing direct services to children and youths in the department's care or custody.
