Prohibits heating fuel dealers from assessing fees or surcharges except for deliveries of less than 100 gallons, outside normal service areas, outside normal business hours, or involving extraordinary labor costs (effective July 1, 2014).

Defines "prepaid guaranteed price plan" as a new contract type paid in advance of delivery and distinguishes it from "guaranteed price plan" contracts that are not prepaid (effective July 1, 2014).

Requires dealers offering prepaid guaranteed price plans to obtain within 5 business days either heating fuel physical inventory/futures contracts covering 80% of committed gallons or a surety bond of at least 50% of consumer prepayments (effective July 1, 2014).

Prohibits dealers from offering prepaid guaranteed price plans between November 1 and March 31, though existing contracts may continue to be fulfilled during this period (effective July 1, 2014).

Requires dealers to provide consumers with a disclosure notice about potential recovery rights under the federal Fair Credit Billing Act when paying by credit card for prepaid plans (effective July 1, 2014).
