Establishes a pilot entrepreneur in residence program administered by the Commissioner of Economic and Community Development, effective October 1, 2014, running from January 1, 2015 through December 31, 2017.

Allows the commissioner to appoint up to 10 entrepreneurs in residence per year to serve in state agencies, with each individual serving no more than two years and receiving no compensation except for reimbursement of actual necessary expenses.

Requires appointees to have favorable reputation for skill and experience, demonstrated success working with entrepreneurs and small businesses, or proven ability to develop and commercialize a product.

Assigns entrepreneurs in residence to assist state agencies in improving outreach to small businesses, identifying inefficient programs, recommending improvements, and providing technical assistance and mentorship to entrepreneurs.

Requires the Commissioner of Economic and Community Development to report to the joint standing committee on commerce by January 1, 2016, including list of participating agencies, adopted recommendations, obstacles encountered, and legislative modification recommendations.
