Authorizes the State Bond Commission to issue up to $2 million in bonds effective July 1, 2014, with proceeds used by the Department of Energy and Environmental Protection to fund a new water main in the Lyman Drive area of Torrington to provide potable drinking water to residents.

Bonds shall be general obligations of the state with full faith and credit pledged, mature within twenty years, and follow the provisions of section 3-20 of the general statutes regarding temporary notes and bond authorization procedures.

Modifies section 22a-471 to require the Commissioner of Energy and Environmental Protection to arrange for short-term provision of potable drinking water to residential buildings and elementary and secondary schools affected by groundwater pollution within available appropriations, until either a compliance order is issued or long-term water supply is provided.

Expands the Commissioner's authority to provide long-term potable water supplies when responsible parties cannot be determined, have insufficient assets, or cannot secure reasonable-rate loans, with costs potentially borne by the municipality where the contaminated groundwaters are located.
