Eliminates examiners' authority to waive repayment of unemployment benefit overpayments on grounds of equity or good conscience, effective October 1, 2014.

Requires overpayment recoupment through benefit offset (not to exceed 50% of weekly benefit amount) or repayment schedule, with wage execution available if claimant fails to comply.

Directs Labor Department to register with State Information Data Exchange System by October 1, 2014, for unemployment benefit administration purposes.

Requires Labor Department to review benefit award methods and implement a system for benefit recipients to verify accuracy of payments by January 1, 2015.

Mandates Labor Commissioner report to the joint standing committees on labor and public employees by July 1, 2015, on the status of the review and verification system implementation.
