Establishes a Council on Medical Assistance Program Oversight to advise the Commissioner of Social Services on planning and implementation of Connecticut's health care programs including HUSKY Plan and Medicaid.

Restructures council membership effective July 1, 2011, to increase appointed members from various leaders including representatives from hospitals, nursing homes, business, physicians serving Medicaid clients, and recipients of Medicaid benefits.

Requires the council to monitor and make recommendations on enrollment processes, provider networks, provider rates, care management programs, quality measures, grievance procedures, and integration of behavioral health, dental, and pharmacy services.

Creates a standing subcommittee within the council to study and make annual recommendations on evidence-based best practices concerning Medicaid cost savings, with first report due by January 1, 2015.

Requires the Commissioner of Social Services to provide monthly reports to the council on policy changes and proposed regulations affecting Medicaid services, plus quarterly financial reports broken down by covered Medicaid populations.
