Office of the Healthcare Advocate must establish an information and referral service by January 1, 2015 to help residents and providers access behavioral health care information, referrals, and providers.

Healthcare Advocate shall collaborate with state agencies, the Behavioral Health Partnership, community collaboratives, United Way's 2-1-1 Infoline program, and providers in developing the service.

Healthcare Advocate must identify gaps in private behavioral health care services and coverage and barriers to accessing care.

Healthcare Advocate shall coordinate a public awareness and educational campaign directing residents to the information and referral service.

Office of the Healthcare Advocate must submit annual reports starting February 1, 2016 to relevant legislative committees tracking referral data, waiting times, and provider acceptance rates by health care coverage type.
