Transfers responsibility for the fall prevention program from the Department of Social Services to the Department on Aging, updating all related statutory references and insurance fund assessments accordingly.

Modifies insurance company assessment calculations to account for appropriations to the Department on Aging (rather than Department of Social Services) for the fall prevention program established in section 17b-33.

Updates residential care home rate-setting provisions for fiscal years ending June 30, 2014 and 2015, clarifying that facilities cannot receive rates lower than June 30, 2013 rates except when interim rate status or departmental agreements specify otherwise.

Replaces lowercase references to "commissioner" with "Commissioner of Social Services" in section 17b-408 to clarify jurisdiction over complaints and investigations regarding long-term care facilities.

Removes obsolete subsection (f) from section 17b-239 regarding Medicare reimbursement for acute care hospital patients and renumbers subsequent subsections.
