Commissioner of Social Services must submit federal Medicaid waiver applications and proposed state plan amendments to joint standing committees on human services and appropriations prior to federal submission (effective July 1, 2014)

Joint standing committees have 30 days to hold a public hearing on waiver applications or notify the commissioner whether they intend to hold a hearing on state plan amendments

Committees must advise the commissioner of approval, denial, or modifications; if denied, the commissioner cannot submit the application to the federal government

If committees do not concur, a conference committee composed of three members from each joint standing committee (with at least one minority party member each) shall resolve disagreements, with their report subject to acceptance or rejection by each committee

Commissioner cannot institute a cost cap differing from an approved waiver application unless authorized by statute or regulation approved by the standing legislative regulation review committee
