Replaces the Board for State Academic Awards with Charter Oak State College as an independent constituent unit of the state system of higher education under Board of Regents oversight, effective July 1, 2014.

Reorganizes the Board of Regents' vice-president structure from one vice-president per constituent unit to two vice-presidents representing the Connecticut State University System and the regional community-technical college system respectively.

Updates references throughout the general statutes from "Board for State Academic Awards" to "Charter Oak State College" and clarifies the Board of Regents' authority over Charter Oak State College's operations, accreditation, and degree-granting programs.

Modifies budgeting and appropriations procedures to treat the Board of Regents as the budgeted agency for the Connecticut State University System, regional community-technical colleges, and Charter Oak State College, with appropriations made directly to constituent units.

Retains existing provisions for the Endowment Fund for Charter Oak State College, including state matching grants for private donations up through fiscal year 2014, and maintains Charter Oak's authority to award undergraduate and graduate degrees through examinations, courses, and other validated learning assessment methods.
