Authorizes the Metropolitan District to supply water to nonmember towns and cities within 20 miles of Hartford at uniform rates, with nonmember municipalities paying for pipe connections and capital improvements, effective January 1, 2015.

Prohibits the Metropolitan District from assessing sewer service charges, Clean Water Project costs, or other sewer infrastructure costs against nonmember customers receiving water service.

Adds four ex-officio, nonvoting board members appointed by nonmember municipalities (Glastonbury, South Windsor, East Granby, and Farmington), increasing total board size from 29 to 33 members, effective October 1, 2014.

Requires the Metropolitan District to post its current budget on its Internet website and mandates annual reporting to state officials on bond issues, projects, revenues, expenditures, personnel status, and audit results.

Extends the maximum maturity period for district bonds from 25 to 30 years and clarifies that revenue-backed bonds do not constitute indebtedness under statutory debt limitations.
