Requires adults 18+ applying for adult instruction permits to complete a certificate course of at least 8 hours on safe driving practices, including minimum 4 hours on alcohol and drug effects and related motor vehicle violations.

Mandates applicants holding adult instruction permits complete at least 10 hours of behind-the-wheel, on-the-road instruction with a licensed instructor or qualified supervising driver before receiving a motor vehicle operator's license.

Allows issuance of operator's licenses to adult instruction permit holders before 90 days if they are active duty military outside the state, previously held a Connecticut license, or completed 4+ hours of instruction with a licensed drivers' school after holding the permit for 45+ days.

Requires written certification from the instructor submitted with the operator's license application confirming completion of required behind-the-wheel instruction hours.
