Requires motor vehicle operator's license renewal applicants to pass a comprehensive knowledge test on motor vehicle laws and rules of the road, effective January 1, 2016.

Mandates an on-the-road skills test for applicants who fail the knowledge test on their first attempt.

Allows written tests to be administered in English or Spanish at the licensee's option, provided the licensee demonstrates sufficient English comprehension for interpreting traffic control signs.

Takes effect October 1, 2014, amending Connecticut General Statutes Section 14-41.
