Establishes penalty for motor vehicle operators who fail to exercise reasonable care and cause serious physical injury or death to vulnerable users of public ways, effective October 1, 2014

Defines "vulnerable user" to include pedestrians, highway workers, cyclists, people riding animals, skateboarders, agricultural tractor operators, wheelchair users, and blind persons with service animals

Defines "public way" as state or local highways, roads, streets, alleys, driveways, and parkways under control of the state or political subdivisions and dedicated to public use

Penalizes negligent motor vehicle operators with a fine of up to $1,000, provided the vulnerable user exercised reasonable care
