Child Advocate shall establish a two-generational school readiness plan in collaboration with the Commission on Children and Child Poverty and Prevention Council to address barriers to school and workforce readiness for low-income families.

Plan shall promote access to high-quality preschool for three and four-year-old children living at or below 75 percent of the federal poverty level.

Plan shall include recommendations for parent education and workforce development, including high school diploma acquisition, adult education, and technical skills training to improve employability and sustainable employment.

Plan shall address funding mechanisms including use of Temporary Assistance for Needy Families program and other federal, state, and private funding sources.

Child Advocate shall report findings and recommendations to joint standing committees on children, education, workforce development, and appropriations by December 1, 2014.
