Increases the annual cap on professional fees for administering health benefit plans under the retired teachers' health insurance premium account from one hundred fifty thousand dollars to three hundred fifty thousand dollars, effective July 1, 2014.

Authorizes these professional fees to be paid from the retired teachers' health insurance premium account established within the Teachers' Retirement Fund rather than requiring separate General Assembly appropriations.

Clarifies that professional fees associated with health benefit plan administration may be paid from the retired teachers' health insurance premium account without affecting other system administration expenses.

Applies the increased fee cap to both Section 10-183t(d) regarding the premium account and Section 10-183r regarding system administration expenses.
