Requires the State Building Code to be revised annually (instead of as deemed necessary) with amendments incorporated within 12 months (reduced from 18 months) of publication.

Mandates the State Building Inspector and Codes and Standards Committee revise the State Building Code by January 1, 2015 to incorporate the 2015 International Energy Conservation Code for commercial and residential buildings.

Requires annual updates on or before January 1, 2016 and thereafter to incorporate either subsequent revisions to the International Energy Conservation Code or the Home Energy Rating System score recommended by the Commissioner of Energy and Environmental Protection, whichever is more stringent.

Exempts state buildings subject to section 16a-38k requirements from the new energy efficiency provisions, even if granted an exemption under that section.

Effective dates: July 1, 2014 for Section 1 amendments to section 29-252(a); July 1, 2015 for Section 2 amendments to section 29-256a(a).
