Increases aggregate capacity for Class I renewable energy projects from 30 megawatts to 100 megawatts and extends the program period from July 1, 2011-2013 to July 1, 2014-2016

Allows electric distribution companies and private third-party developers to build, own, or operate generation facilities of 1-20 megawatts (increased from 1-5 megawatts) using renewable energy sources under 20-year contracts

Caps total aggregate ownership across all approved electric distribution companies at 50 megawatts (increased from 10 megawatts) and gives preference to projects on brownfield sites

Establishes a three-year pilot program for "shared clean energy facilities" of 3 megawatts or less, with two recipients selected to serve municipalities of different population sizes and billing credits established for subscribers

Requires the Department of Energy and Environmental Protection to report by January 1, 2018 on the pilot program's success and whether to establish a permanent shared clean energy program
