Establishes "The Bridgeport Thermal Limited Liability Company" as a body politic and corporate, constituted from NuPower Thermal, LLC and associated persons, effective from passage.

Designates the company as a thermal energy transportation company located in Bridgeport authorized to furnish heat and/or air conditioning via hot or chilled water or other medium from plants in the city.

Authorizes the company to lay, install, and maintain mains, pipes, conduits, and fixtures in streets, highways, public grounds, and rights-of-way in Bridgeport for distributing heated or chilled water.

Permits the company to lease plants or distribution systems to corporations or limited liability companies formed for furnishing heat or air conditioning services.

Allows membership units and capital contributions to be determined by the members in the operating agreement, with unlimited duration for the company.
